Starting in Winter Ball 2007, CCYB will schedule all umpires for all CCYB games. Our hope is to provide better service, confirmed games and more consistant umpires that know CCYB playing rules. All CCYB teams need to confirm there games with the other team. Once you have confirmed the game with the other team, you must e-mail CCYBnet@aol.com and let us know that your game has been confirmed. This will help the umpires, families, players, etc know that this game will take place as scheduled. Any programs that have used and want to use a certain umpire just need to set that umpire up with Jack Thomas at JMTHOMAS429@aol.com Umpire cost will be $35.00 per team payable at the start of each game.

Team Insurance: All teams playing are required to have team insurance and have proof of team insurance available at each game. kandkinsurance.com is the company a lot of teams use.

Umpires: CCYB will schedule umpires for all CCYB games starting in the 2007 Winter Ball season. Teams must confirm all games and e-mail CCYB letting us know that the game has been confirmed. The umpires must be paid prior to the start of the game. Each team provides two quality game balls for each game.

Teams pay host field a $10.00 maintenance fee per game at game site. If both teams are playing on a neutral site each team will pay this fee. This is to help cover chalk, water, equipment cost, etc.

Rescheduled games: Teams have a 48-hour window from scheduled game time to reschedule a game. The team wishing to reschedule must inform the other team and CCYB - ASAP. The team that wishes to reschedule must send the request via e-mail to CCYBnet@aol.com no less than 48 hours from scheduled game time. If a team does not meet these conditions they may be banned from the league with no refunds.

Forfeit of games: If a team forfeits a game (That was confirmed between the two teams) by not showing at the game or trying to reschedule a game after the 48 hour notice period, the team loses the game. This is only if both teams confirmed the game. If the game was not confirmed by either of the teams, CCYB will not consider this a forfeited a game. CCYB sees this as more of the teams fault for showing up without calling and confirming the game first.. CCYB does not refund lost money to teams or umpires for any lost money due to teams not showing up for scheduled games. Some umpire associations may bill teams for not giving them 24 hours notice of canceled or non played games.

To ensure that the standings are kept up to date as much as possible each manager (both winning AND losing) are required to e-mail CCYB with the scores of their game within 48 hours of their completion. (If the game score is already posted you do not need to send it in, but we do reply with a weekly newsletter for the league.


CCYB LEAGUE RULES


1. High School Federation rules with CCYB exceptions will be followed. (Please see www.ccyb.net look at the bottom of the appropriate age group schedule for the latest CCYB rules for that division).

2. Game length.
18U - 13U: 7 innings with no new inning after 2 hours 15 minutes
12U - 11U: 7 innings with no new inning after 2 hours 15 minutes
10U: 6 innings with no new inning after 2 hours 15 minutes
8U - 9U: 6 innings with no new inning after 2 hours 15 minutes

2a. Game time starts at the first warm up pitch in the top of the first inning. CCYB has no "revert back" rule. If a inning starts it must be completed. If it is not completed for any reason the game is official where it ends.

3. Mercy rule will be in effect at 10 runs after 5 innings or at both coaches mutual agreement.

4. ROSTERS:
4a - Players may only play on one team during the league season unless he receives a release from his coach from the original team. A player can only change teams once during the season. Teams MUST keep a current and updated roster on the CCYB Roster link.

4b - Players from within the same organization can be used to help field a team however that player used under this rule is not allowed to pitch. (Players must only play for their own team during the Playoffs.) This rule is to allow the playing of games that may not be possible due to lack of players, not to allow players within an organization to be use to stack a team for a particular game.

4c - Each team is required to have documentation for each player on their roster. The documentation will include at a minimum a copy of their birth certificate, a signed medical waiver form, and a picture of the player. Teams must also have an updated roster of all of its players including uniform numbers on file. Teams keep this team book on file at all their games. Teams MUST keep a current and updated roster on the CCYB Roster link. (New roster page is coming soon. CCYB teams will be able to print a line-up card the day of games that will show names and uniform number of all legal players on both teams. Private information needed to register a player will not be visible by other teams.)

4d - All teams must register an updated roster to CCYB before the season starts. Roster must have Players name, uniform number, birth date, school attending, parent's names and phone number. Teams may update their roster anytime up to 15 days prior to the start of the league playoffs. For a new player to be eligible the team must register him before midnight the night before any games the new player plays in.

4e - All players must register to play in CCYB games via the RosterCheck.com web site.

4f - CCYB has discretion on all matters beneficial to the League. Any questions to CCYB about any team's roster or players must come from the manager of a team in good standing with CCYB.

5. Pitching restriction for league games are unlimited. However, we advise all coaches and parents to be aware of innings pitched during a game and season, for the well being of the player. The league will not monitor innings pitched by a player. Pitchers removed from a game as pitcher may not return in the same game and pitch.

6. Recommended Pitching and Base Distances:
8U - 38' 60'
9U - 44' 60'
10U - 46' 65'
11U - 50' 70'
12U - 50' 70'
13U - 54' 80'
14U - 60'6" 90'
16U - 60'6" 90'

7. Batting Order - Teams may elect to bat 9 players AND/OR bat 10 players with the 10th player being a EH (extra hitter). The EH is considered a defensive player and may switch in and out defensively. Teams may also bat their entire roster. A starter may re-enter one time only to their original spot.

8. You can start a game with 8 players if the reason for 8 players is due to extenuating circumstances (lost, car trouble, injury). You can add players to the line up any time during the game, up to 10 players (LEAGUE RULE ONLY). If a player is ejected and there is no substitute, only the first time the ejected player's spot comes up in the line, it will be ruled as AN OUT. If a player must leave the game due to injury or any other reason, the line up just moves up after the first out is recorded for missing the next at bat. NO LEAGUE GAME SHOULD BE FORFIETED FOR THE ABOVE SITUATIONS.

9. Home team is determined by a coin toss. Host team will be official scorekeeper and have choice of dugout. Please note that all changes in the line up must go through the home plate umpire. Home team must report the scores within 48 hours to the league director.

10. The use of metal-cleated shoes is determined by the age group and/or the field sites.

11. All rulings will be decided by the umpire on the site, and their decisions are final. There are NO protests.

12. Coaches please use your discretion, to avoid forfeited or cancellation of games. It is the team's responsibility to be warmed up and ready to play at game time. Only the umpire may allow a 15 min. grace period at this discretion to avoid a forfeit.

13. Courtesy runners will be allowed for the pitcher or catcher with TWO outs. The courtesy runner will be someone not currently in the game or if the team has no substitution, the last out. It is the base runner's responsibility to avoid contact with the fielder when he has the ball. Slide or avoid is in effect at all times. Intentionally running into a fielder who is in possession of the ball is grounds for ejection.

14. All conversations with an umpire should be conducted after a time out has been called and be held in calm and professional manner. Verbal abuse of the umpire will not be tolerated and may result in ejection from the game. If your question is regarding a rule clarification, the head umpire, or league director will make an official ruling.

15. Ejected players and coaches shall be subject to discipline ranging from forfeiting a game and/or ejection from the league.

16. To intentionally walk a batter, a coach simply needs to inform the umpire and point to first base. No pitches are thrown.

17. POOR SPORTSMANSHIP WILL NOT BE TOLERATED. No throwing bats, helmets, or other equipment. NO SWEARING. Any coach's behavior that is detrimental to the team or child will be given a warning. Fans, coach, and players will only warned once for unruly, disruptive or inappropriate behavior. A second offense will result in an expulsion from the Park. Director has full discretion on all matters, regarding conduct on and off the field.

18. ALL OTHER LEAGUE RULES NOT COVERED IN THE LEAGUE RULES OF CCYB WILL BE RULED ON BY THE HIGH SCHOOL FEDERATION RULES. CCYB PRESIDENT CAN ADJUST AT ANYTIME RULES OF THE LEAGUE IF HE / SHE FEELS IT BENEFITS THE FAIRNESS & INTEGRITY OF THE LEAGUE.

2007 CCYB Winter Ball & 2008 Spring Season age levels...

CCYB World Series in August, 2008 is the final week of these age levels... We will go by the new USA Baseball dates and the old USA Baseball dates for 2007. Thus a players age level covers over a span of 15 months instead of 12 months like before. This will give teams and players the choice of going by the new age levels or old age levels and not be forced with dropping players from current teams.
